Refreshing with a token that has already rotated revokes the entire authorization and forces a
browser reconnect — which is exactly what happened to Grove Street Development at 3:04 this morning.
Fourteen bills are queued behind it and will post themselves the moment someone reconnects.

company file — IIF will otherwise create them silently and pollute the lists.
